Prussia took the leadership to unify Germany
it's Chief Minister otto Von Bismarck with the help of prussian army and bureaucracy planed what to do for unification. Prussia fought three was over 7 years. at the end prussia won with the leadership of Kesar William 1. so the process of unification was completed.
