Following are the powers of the President :
A) EXECUTIVE POWERS
1) All executive function of the union ( Central ) government are performed in the name of the President .
2) He appoints the Governors , Chief justices and other judges of the Supreme Court and High Courts .
3) He appoints the Attorney General of India and members and Chairman of the Union Public Service Commission .
4) He is the Supreme Commander of the armed forces .
B) LEGISLATIVE POWERS
1) He can address both the houses of the Parliament and can send the message to either house at any time .
2) He can summon any house of the Parliament at any time .
3) He can prorogue both the houses of the Parliament .
4) He gives his assent to the bills passed by the Parliament .
C) FINANCIAL POWERS
1) It is the duty of the President to place the budget for the current year before the Parliament . It is to be presented before the beginning of the financial year . Normally the budget is presented to the Parliament by the Finance Minister on behalf of the President .
2) Money Bill can only be introduced in the Parliament on the recommendation of the President .
D) JUDICIAL POWERS
1) The President appoints the judges and the cheif justice to the Supreme Court and the state High Court .
2) He has the power to pardon , reprieve and commute punishment .
E) EMERGENCY POWERS
1) If the President thinks that the security of the country is threatened by a wat or external aggression or armed rebellion endangered the integrity of India , he can declare an emergency for the whole of the India or any part of it . But the advice should come from the Council of Ministers in writing .
2) In case of the failure of the constitutional machinery in a state or states , the President can take over the entire work of the executive and dissolve or suspend the state assembly .
3) If the President thinks that there is an economic situation in which the financial stability or the credit of India is threatened , he can declare a financial emergency .
