The purpose of a manometer is to measure the pressure of a contained gas. It consists of a U-shaped glass tube with one end open to the atmosphere, mercury in the bottom of the U and the gas to be measured in the other side of the U-tube. ... In the manometer, one end connects to a gas-tight seal to test the pressure source. In addition, the other end of the tube is left open to the atmosphere and it will be subjected to the pressure of approximately 1 atmosphere (atm).

Besides, the test pressure is greater than the pressure of 1 atm (atmosphere) the liquid in the column will be forced down by the pressure. Furthermore, it will cause the liquid of the reference column to rise by an equal amount.
