Twinkling of stars is based on atmospheric refraction. It is so because earth has varying optical density at different altitude. It changes as we move . Therefore when light from stars passes to earth , it undergoes refraction many times.

Star twinkles because the star light passes through various layers of atmosphere which causes refraction and since Earth keeps on rotating therefore the layers changes which causes twinkling of the stars. Also Stars seems minute from Earth therefore we could see it as twinkling.
