The Guptas had a strong central government, but they also allowed a certain degree of local government.

The king was the head of the administrative system.

The empire was divided into provinces or territorial divisions called Bhukti or Pradesh.

Explanation:

The Gupta administration was an efficient one in the history of India and perhaps this is why it is also known as the 'Golden Age' of India. The two main important features of Gupta administration are:

1. Role of the minsters: The council of minister, also called as Mantrin, Amatya or Sachiva played a big role in making Gupta administration exceptional. The Council of Ministers formed the highest rank of bureaucracy in the Gupta empire. They had the power to restrain Kings from making arbitrary decisions. The minsters also held important portfolios in the empire.

2. Division of the empire into provinces: There were divisions in the bureaucracy of the empire for the efficient functioning of the administration. This provinces were called as Bhukti. It was an administrative unit. The Bhuktis were further divided into districts or V’isayas. This division of bureaucracy proved to be very successful.
