After Caesar's assasination Brutus is saying to Antony that their greater pity for Rome(pity for the Romans who had been wronged by the tryanny of Caesar) has driven out pity for Caesar in the same manner as a big fire drives out a small fire. For Antony his weapons become blunt that means hat he has no intention of harming or killing Antony.
