The material with which a bucket is made of is plastic or aluminum or some metal.  When we hold it in air, we feel its weight through our hands.

When we try to immerse the bucket in a tankful of water, then there is a buoyancy force.  It is due to the amount of water displaced when we push the bucket inside water tank.   This force is explained by Archimedes principle.

The buoyancy force acts upwards.  So net weight or apparent weight of water is less than its actual weight in air.
