Classical Sanskrit did not exist during Buddha’s time. Only the Vedic language existed which no one understood by the time of Buddha.

Classical Sanskrit existed during Buddha’s time, but he chose the Prakrit language spoken in the Magadha country to spread his religion to the common people.

Classical Sanskrit and Prakrit existed and could be understood by most people of Buddha’s time but Buddha chose Magadha Prakrit (Pali) because it is a more natural and beautiful language which is expressive without being overly complex. (This is the opinion of many contemporary scholars who have learnt both Sanskrit and Pali.)

I personally think (1) was the case. There was no classical Sanskrit during Buddha’s time. The first inscription in Sanskrit is from 150 AD!
