Because England has been a Christian nation for decades. It is difficult to diminish the strong influence of Christian values in British society. Though many British seem to be atheists, Christian values do no harm to the British politics, economy and society. As a result, the communities in England do not perceive the need to rely on the new practice of religion in their country.
