There are multiple ways of bringing progress in a country. Considering that correct avenues are targeted, a developing country like India could also benefit from good ideas.
In order to build a great India, the five things that I would do are given in following,
I would recommend coming up with a plan that can be executed properly. (Like every country has a 5 year plan but nobody executes it properly)
I would be honest about traits of people (anyone in position of power). For instance, if I am in a position of power and somebody offers me bribery, I would not let anyone go by. This aim will be promoted in entire India.
To bring about strict laws against the ills in society. To gather pressure groups who can also voice such opinions.
Open avenues for complaints of the public.
