This is because liquids gives more pressure at the base of its container. Thus the bases of things which contain liquids requires to resist such pressure. Also as area increases pressure decreases and as area decreases pressure increases, so if buildings are broader then it would be safe. Thus buildings and dams are broader and more stronger at the base.
