If you mean High Speed trains, then you can be sure that the form of the head has been developed using wind channel models and a lot of simulation.
A rule of thumb, the faster the train is, the longer its nose has to be. The crucial thing aerodynamical-wise is what happens when two very fast trains meet at high speed, and to make it worse, in a tunnel.
I think it is the Japanese who have done and are doing most research in this field. Besides reducing the aerodynamical drag, they also have to fulfill noise restrictions.
