Cotton is a plant product and paper is also made from plants. So when cotton is burnt, itsmells like burning paper. While wooland hair both are from animals, hence on burning they smell similar.

Paper is made out of plants. Cotton is also made out of plants. So they both give out similar fumes while burning as their origin comes from plants.
Silk is made out of silk worms. They create hair like fibers which are woven to form silk fabric. That's why they give hair burning smell.
