During burning of a candle new substances ,carbon dioxide and water vapour, are produced hence, burning of a candle is considered as chemical change.

On the other hand, when a candle burns the wax melts and again solidifies on cooling, therefore no change is observed in the physical state of the candle and hence burning of a candle is considered as a physical change.

Burning of a candle is considered as showing physical and chemical changes occurring simultaneously because a candle is made up of wax and a thread. when we burn a candle, the wax melts but no new substance is formed because when the wax dries it's the same material, the only thing that happens is that the wax changes it's state( solid to liquid). hence, it is considered as a physical change. but when the thread states burning, a new substance is formed which is primarily known as ashes. this change is irreversible and is considered as chemical change. so, melting of wax is a physical change and burning of thread is a chemical change.
