bcz boiling steam contain note heat in the form of latent heat of vaporisation....

The water vapor as steam also has the latent heat of vaporisation while it gets converted from liquid water to gaseous vapour. So the steam has that extra heat. However the water does not have any such heat.So,burns caused by steam are more painful than burns caused by boiling water.
