No,I won't agree completely to this statement because of the following reasons :-
- Even natural disaster is a business risk it is not because of his/her carelessness.
-Economic causes there may be drastic fluctuation in market conditions it is a big risk if his/her are very active share holder.
-It may be his/her bad luck that there is a damage in your machinery, building or any other assets.
-Political cause a civil war,fall of government etc are major risks.
There many cases of human carelessness but it is not the only reason for business risk. Therefore, I don't completely agree to your statement.
