But it is so not true that it does not follow the law of conservation of mass. what happen is when the paper is burnt the ashes of the paper is so small that it is practically impossible to for the ashes to stay on the surface .i.e. with even the very little wind it blows away seems the failure of the law.

don't consider the external forces. now if you look at the law mass of products is equal to mass of reactants, the weight of the paper is equal to the weight of the amount of ash obtained
