It means that Jessica was the daughter of Shylock sharing Shylock 's blood within herself but she was exceptionally different from her father in all respect except her religion..

Jessica was the beautiful daughter of Shylock the money-lender. Unlike her shrewd, miserly and ugly father who hated Christians she was kind, extravagant and in love with a Christian. So she remarked that she was a daughter to Shylock’s blood but not so to his manners.
