Butter has large amounts of saturated fats. Saturated fats have a higher melting point. Hence, butter is able to stay solid at room temperature in winter, whereas in summer, when the room temperature increases, it can't remain solid and turns to liquid state.

Water is a liquid naturally. It turns solid (ice) when the room temperature reaches 0° C or below. If the temperature increases, it melts and becomes liquid again.
