because a wet cloth is cold enough to prevent the butter from melting.
The melting point of butter is low
The cloth has the capability to soak in all the water and the water is generally cold so the butter can remain in the cloth without melting for atleast an hour... after that the process can be repeated..
Hope it helped

We know that,
The melting point of butter is low
So, even in room temperature it starts melting rapidly. . .
To avoid that butter is wrapped with wet cloth during summer if there is no refrigerator.
