President Jimmy Carter had promised during his presidential campaign, that he would put an end to ‘the division among Americans caused by the Vietnam war’. After becoming the President, in 1977, he took the first action on this and granted amnesty to those citizens who had evaded draft into the armed services. Close to 200,000 people were granted amnesty as a result of this.
