Let x be the price of 1 m cloth.
then,
Price of 33m cloth =  33x
Price of 3m cloth = 3x = loss
Selling price of cloth = CP - Loss
                                    = 33x - 3m = 30x
loss% = 3x/33x * 100
           = 3/33 * 100
           = 100/11
           = 9.09%
