SP is given = 640

Profit =28%

cp =  \frac{sp \times 100}{100 + p\%}  \\ cp =  \frac{640 \times 100}{100 + 28}  \\ cp =  \frac{640 \times 100}{128}  \\ cp = 5 + \times 100 \\ cp = 500

 = ( \frac{100}{100 + p\%} ) \times sp \\  =  (\frac{100}{100 + 28} ) \times  640 \\  =  \frac{100}{128}  \times 640 \\ 100 \times 5 \\  = 500

Rs. 500 is the cost price of the shopkeeper.
