  By late 1940 Western Europe had been invaded all bar Britain which was internationally reliant on former colonial possessions but had no allies that could supply serious military power and besides that her army had just retreated from Dunkirk in utter chaos. The German Luftwaffe reigned supreme over Europe and was attacking the British RAF. The American government under FDR had begun Lend Lease, but unofficially thought that Britain would fall. 

In Eastern Europe the Nazis had conquered Poland and annexed most of the rest of that part of Europe. In Scandinavia they controlled Norway and Denmark and had observed Swedish neutrality - in return the Swedes supplied Germany with important parts for the German war effort. The Nazi-Soviet Pact still held so there was no war between those nations. 

In south west Europe Spain was under the control of a fascist who was sympathetic to Hitler and Nazi Germany. 

In North Africa the British army was driven back during the first offensive campaign and although they counter-attacked in late 1940 (Operation Compass) Hitler was able to respond by dispatching Rommel and the Afrika Korps to back up the Italian war effort. 

This situation more or less continued until late 1941 when Hitler launched Operation Barbarossa. He was probably at his peak in late 1941 when the Russian Red Army had been forced back virtually to the gates of Moscow.

2) In September 1939, Germany invaded Poland. It is started the war with England and France. Puppet governments who supported Hitler were setup in many parts of Europe.

3) In September 1944, Hitler signed a tripartite pact with Italy and Japan to strengthen his claim to international power.
