YOUR ANSWER...

By the time the police arrived, the thief \bold{fled.}

As the word 'arrived' is used, which is in past tense, we will used the past form of flee, that is fled.

By the time the police arrived , the thief had fled.

  • The first form of the verb fled is flee.
  • The second form of the verb fled is fled.
  • The third form of the verb fled is fled.
  • The fourth form of the verb fled is flees.
  • The fifth form of the verb fled is fleeing .
  • Here we use past perfect form of fled because the second action had already taken place before the first.
  • Here the thief had already fled away before the police arrived.
  • Therefore in this case, past perfect form of the verb would be used.
