If each blank space can only contain ONE of the given numbers, there is NO answer using the given numbers. All the given numbers are ODD. The sum of 3 ODD numbers will always be an ODD number. 30 is an EVEN number, so, therefore, no solution.

If the blank spaces can contain sums or differences of the given numbers, then we can find a solution.

EXAMPLE: (11 + 9) + (3) + (7) = 30

ANOTHER: (13 + 15) + (1) + (1) = 30

OR: (7 + 9) + (1) + (13) = 30

But, again, only one number per space: No Solution
