As we know that Temperature  Kinetic energy so therefore increase in temperature means increase in Kinetic energy. Now you know that the energy possessed by the particle of matter while moving is called kinetic energy. From this statement we can conclude that if there is more kinetic there will be faster movement of the particles. So that's why the average velocity of a molecule increase when the temperature in kelvin is doubled.
SO factors affecting its  are TEMPERATURE AND KINETIC ENERGY OF THE GASEOUS PARTICLES.
