Let the required number be x

then

 (\frac{ - 1}{5}  - 1) \times x =  (\frac{ 1}{5}  - 3 )\\  \\ ( \frac{ - 1 - 5}{5} ) \times x = ( \frac{1 - 15}{5} ) \\  \\  \frac{ - 6}{5}  \times x =  \frac{ - 14}{5}  \\  \\ x =  \frac{ - 14}{5}  \div  \frac{ - 6}{5}  \\  \\ x =  \frac{ - 14}{5}  \times  \frac{5}{ - 6}  \\  \\ x =  \frac{7}{3}
