let the number used to divide=x
-12^(-1)/x= (2/3^)(-1)
-12^(-1)= (2×x/3)^-1


12=(2×x/3)^-1
12=(2×x)^-1/3^-1
12=-2×x/-3
12×-3=-2×x
-36=-2×x
-36/-2=x
x=18

18 is the number whic should -12^(-1) be divided so that the quotient may be (2/3)^-1
