Let the required number be x.

Then,

(-2/3)^-3  / x = (4/27)^-2

=> 1/x = (4/27)^-2 / (-2/3)^-3

=> x =  (-2/3)^-3 / (4/27)^-2

=> x = (-3/2)^3 / (27/4)^2

=> x = (-3/2)^3 / (3)^2* (9/4)^2

=> x =  (-3/2)^3 / (3)^2* (-3/2)^2

=> x = (-3/2)^3-2 / (3)^2

=>  x =  (-3/2) / 9

=> x = -27/2
