x =  \frac{27}{ { - 3}^{ - 2} }

x =  \frac{ {3}^{3} }{  { - 3}^{ - 2} }

x =  -  (\frac{ {3}^{3} }{ {3}^{ - 2} } )

\frac{ {a}^{m} }{ {a}^{n} } =  {a}^{m - n}

so \:  (-{3}^{3 - ( - 2)})

so \: answer \: is \:  -{3}^{5}
