let the second no. be x
 {3}^{ - 1} \times x = {6}^{ - 1}
 \frac{1}{3} \times x = \frac{1}{6}
transpose 3 to RHS
x = \frac{1}{6} \times 3
x = \frac{1}{2}
or

 x= {2}^{ - 1}
