Let that number be x.

x * [ (-8)-1] = (-6)-1

➡ x * (-9) = (-7)

➡ x = (-7)/(-9)

➡ x = 7/9

Answer : 7/9 is that number by which (-8)-1 should be multiplied to get the product (-6)-1.
