Let x should be multiplied,

x × -1/6 = -23/9

-x/6 = -23/9

x /6 = 23/9

x = (23×6)/9

x = (23×2)/3

x = 46/3


Now,

Other number is 46/3

Let the Number Y be multiply to -1/6 . So that the product will come -23/9

X × -1/6 = -23/9

-X/6 = -23/9

-X = -23×6/9

-X = -138/9

-X = -46/3

X = 46/3

Hence,

46/3 should be multiply to -1/6 so that product is-23/9
