Let the rational number be x

Given :

 \frac{-3}{x} =  \frac{-9}{13} \\  \\ 9x = 39  \\  \\ x =  \frac{39}{9} =  \frac{13}{3}

Therefore, -3 should be divided by 13/3 to get the required result.
