 \frac{ - 3}{x}  =  \frac{ - 9}{13}

By taking reciprocal to both the sides,

 \frac{x}{ - 3}  =  \frac{13}{ - 9}

 x =  (\frac{13}{ - 9})  \times ( - 3)

x =  \frac{13}{ 3}

So, the required rational number is

 \frac{13}{3}
