let the number be x
as per question..
 { - 5}^{ - 1 }  =  { - 15}^{ - 1}  \div x
x =  { - 15}^{ - 1}  \div  { - 5}^{ - 1}
we know that..

-15^-1=-1/15

=> x= -1/15 ×(-1/1/5)

=> x=(-1/15)(-5)

=> x=1/3

=> x=3^-1

hence ...
x =  {3}^{ - 1}
hope it helps you...
