There is this autonomous body in India that has constitutional authority called Election commission. Preparation of voter list is done by Election Commission of India.

Under the article 324, Election commission governs the voting schedule and registers the voters for Rajya sabha, Lok sabha, elections.

Voter list is revised just 14-28 days before any particular election which enables the citizens to cast their vote
