No actually all plants don't posses seeds .. infact there are some plants which grow by asexual means through spores like ferns and mosses .. these spores cannot be called as seeds.. and some also reproduce through vegetative propagation also ..

Algae also comes under plants category which also doesn't has seeds. It usually reproduces in one of three ways: by breaking apart and forming a new alga; by division, called binary fission; or by sending out spores.

therefore all plants don't have seeds
