well it depends on what definition of fundamental rights in respective society.

i would say 80% No and 20% yes

let's analyse this question under the light of internationally declared fundamental rights, those are following

1. freedom of speech

2. freedom of religion

3. freedom doing business

4. Right of education

5. Right to have basic necessities (water, clean air, food, protection e.g)

6. Right to live etc.

There is distinguished type of societies which can be categorized as marginalised society on the basis of their financial condition. Therefore, Under the light of internationally declared fundamental rights, it's required by a society to have good financial condition to promote and protect above mentioned rights. To protect such rights, society need strong political system. Good political system could ensure above mentioned fundamental rights through establishing taxing system and finance department e.g health, eduaction and security. By good political system I mean good governing body. Most of the time in marginalised society such systems are very weak due to which society is unable to fulfill the basic needs of society. Those basic needs are basically fundamental rights. it's right to say that people in marginalised most of the time unable to enjoy fundamental rights
