Both are correct under different situations and their tenses are also different.
1. I have met him. ( Focus is not on the time of activity but on its current relevance , result or effect .It does not answer the question “When ? )
2. I had met him. ( Focus is neither on the time of activity nor on current relevance , result or effect.)
Note: In the Past Perfect , sometimes the time expression relating to the past may be implied .
