C is oxidised (From C to CO2 ) . In the reaction MnO2 + 4HCl -> MnCl2 + Cl2 + 2H2O , Cl (chlorine) is the substance which is oxidized from the HCl, and it is the reducing agent for the MnO2 as well. As Cl is the oxidized substance in HCl, thus it is the oxidizing agent in the reaction.​
