The Bandobast system, also known as the Zabti system was introduced by Raja Todarmal, the able finance minister of Akbar, who had honed his skills under his first master Shershah Suri.

Under this, the average produce of different crops, as well as the average prices prevailing over the last ten years, were calculated. One-third of the average produce was the state share, which was however stated in cash.

This system prevailed from Lahore to Allahabad and in the provinces of Malwa and Gujarat. This remained a standard system of revenue assessment during the greater part of the Mughal empire.
