Calcium carbonate cannot be used to remove permanent hardness because the principal hardness causing cation are calcium, magnesium, strontium, ferrous and manganese ions.Temporary hardness is one in which the bicarbonate and carbonate ions can be precipitated by prolonged boiling. Non carbonate cannot be precipitated by boiling.
