CaCl2 is used to clear the snow at hill stations because it depresses the freezing point of ice . when CaCl2 is added - there is lowering of the freezing point of the salt water to -29o Celsius. hence it doesn't melts the ice but loweres the freezing point ..

1- it depress the freezing point of ice .
2- when calcium chloride is added , there is a lowering of freezing point of the salt water to -29 degree celsius.
3- hence , it doesnot melt the ice , but lower its freezing point only ..
