Calcium hydroxide cannot be removed using permanent hardness of water.Why?

The permanent hardness of water is due to the highly reactive chlorides, nitrates and sulphates of calcium and magnesium due to which precipitating is unable to remove their hardness. Therefore more reactive elements are required for this purpose and calcium hydroxide wont be able to do it.
