Molal depression constant = 1.8 °K / (mol/kg)
Molarity given = 0.25 M = 0.25 moles/liter
1 liter of water weighs 18 gms
So  moles/kg of Urea = 0.25 * 1000/18 = 125/9 moles/kg

Depression in freezing point = 1.8 * 125/9 = 25°C
Freezing point of pure water = 0°C
Hence the freezing point is  - 25°C
