Normally, solution percentages are defined as weight(solute)/weight(solution) or weight(solute)/volume(solution).
So 60% NaOH solution should be 60g NaOH and 40g H20 (if w/w) or filling up 60g NaOH with water until you reach a total volume of 100mL (if w/v).
