In these type of questions, if the ratio of the resistors on the left side of 7 ohm is equal to the ratio of resistors on right side then the 7 ohm resistor is neglected.

=> 6/4=9/6

=>3/2=3/2

Then,

9ohm and 6 ohm are in series and parallel to 4 and 6 ohm which are in series.

Then (9+6)ohm parallel to (4+6)ohm,

1/15+1/10=1/R

R=6
