earth takes 4 mints to rotate 1 degree around its axis.

difference between local time and Greenwich time = 14:16 -12:00 = 2 hours 16 mints  = 2*60+16 = 236 mints

since 4 mint = 1  degree

         236 mints  = 1/4*236 = 59 degree

position of boat will be 59 degree west
